America couldn't even string the same three numbers together, so why am I not surprised at Your total disregard for common sense?
Did You know that on '9/11' there were actually people blocking the telephone system making practical joke calls to the Police and Fire services? I'll bet that they are Your heroes.

Actually the US is the only place that uses 911 everywhere else is 999. By the way, in case you were wondering, its 911.

First you have to get a special phone with the number "11" on it. I've yet to find one.
