You can try using a harness when you go on walks. It won't push on her trachea and should help out a lot. As for the food, you can try putting her on an overweight management dog food. You can check with your vet to see what the best kind would be. I have a pom and I only feed him about 1/2 cup of dog food a day. His food is purina one weight maintenance mixed with canin dental dd small breed dog food. I also give him about 1/4 a can of vegetables too. Either peas, carrots, or green beans. They are healthy for him and help fill him up without the extra fat and calories. I work for a vet and she recommended this for my dog since he was starting to become overweight. Hope this helps!

there are special foods for less active dogs maybe you could try that. Also if you are giving her table scraps stop that will put on weight. As for the walks I agree with the harness thing

Just feed her twice a day and split the food in half. But do make sure you are not starving her. Small dogs need lots nutrients.
