I was looking at the optional equipment list on my fathers 2002 jeep grand Cherokee limited 4wd. And is says wheels -17 x 7.5 Aluminum, Chrome. Does this mean the rims are made with a mix of Aluminum and Chrome?

No just chrome electro - plating over aluminum. Remember after aluminum rims are plated they cannot be repaired and straightened.
