What I mean here is in the case of the fan blowing wind on him/her, when the baby is sleeping. Japanese people seem to think so, but I can not see any scientific reason why that would happen. Has anyone heard this before?

yes and no If the child has breathing problems like my son does the yes any forced air can make them suffocate. Its' just like on a real windy day and you have a hard time breathing, it's pretty much ten fold in little kids. for the older toddler kids not so much because thier lungs are stronger

This actually is true, and it has a scientific explanation. If a powerful fan is blowing air across the baby's nose and mouth, the air pressure is lower around that area. Many infants lack the strength in their lungs to suck air against the vaccuum, suffocating them overnight. Even if they can breathe, their oxygen intake can be restricted. Have you ever walked in a heavy, windy storm and noticed how unsteady your breathing becomes? It's the same effect.

different culture,different beliefs. really there would be no reason for a fan to be blowing directly on a baby anyway but even if it did, the babe wouldn't die from it.
