Put whatever is practical in your canister set.
They should be filled with items you are most likely to use on a daily/weekly basis.
There are no Canister Police -- so you can go crazy.
You're right, Flour would go in the largest -- makes it easier to contain the contents of the flour bag, and makes it easier to measure it out.
Other ideas -- Sugar, Rice, Popcorn, Dry Beans, Cookies, Coffee (although I use a more air-tight canister, placed in the Fridge for my coffee -- stays fresher longer)
I also do a bit of baking, with recipes calling for brown sugar -- I use 1 for light brown sugar, and 1 for dark brown sugar.
I also put a small piece of bread in these 2 canisters to keep the brown sugar from hardening up.

However, now you can keep whatever you use on a regular basis in the canisters.

In the olden days when I was young it was coffee and tea bags, in that order, according to size. You can put whatever you want in them, nobody is going to come over and make sure you have your canister ingredients correct :).

I have had the same issue (just 15, not 20), and here is what I came up with. Candy Cornmeal Pasta Kool-Aid packets Emergency supplies (first aid kit with flashlights and canned foods/MREs) x4 (one for each of us). You could also store things like craft supplies. I have one with markers and crayons stored in it, and when my lil' ones (a 5 year old boy and a 2 year old girl) want to do "Craft Time with Daddy". Plastic "Silverware" Napkins

You are right flour goes into the biggest on ,, sugar in the next size then coffee then tea But if you don't use coffee or tea put whatever you use in them Pasta noodles, cookies crackers etc.........
