How about taking it to the local police station or at least calling them.....they should know and could tell you or let you know who you could contact.

Assuming it is simply common ammo (.22, .38, .30-06, etc.) you could simply bury the three rounds in a shallow grave in your backyard and let nature take its course. Make sure its deep enough that your lawn mower won't accidently hit them or you dog will dig them up. Or, like someone else said, drop them off at the nearest shooting range.

I wouldn't harass the cops over 3 rounds. Contact your local transfer station

3 rounds? Take the shells to your local gunstore and make a gift of them.

I work for a police department and can tell you- don't bother. If your really that concerned, take them to a local gun range, they have the facilities to deal with unfired ammo

It's not a big deal. Just throw them in the trash. If you are really worried about them going off, just clamp them in a vise and pull the bullets out of the casing with pliers.

Get naked and get a big hammer and hit them until they all explode. That or grow a pair, and not call 911 for three bullets.
