I am trying to get the guidelines for blocking a 12x60 mobile home. (the blocks under the home) not the foundation. Can any show me where the blocks go to pass inspection?

Ok, if you mean the support blocks then:

If you bought the home from a dealership, they should have provided you with that schematic. If you bought it from an individual... they probably have it in with their homeowners paperwork.

Here is the general rule of thumb tho:
Stacks at the end need to be no more than 2 feet from the end of the steel frame.
Each stack can not be more than 10 feet from each other... and most manufacturers prefer 8ft on center.
Each stack should consist of cement blocks, 2 wide, usually 2 blocks high (alternate the direction of the blocks, if bottom stack is aligned lengthwise to the home, then the next course will be crosswise, and so on)
At the top of each stack, you should have a cap block, 2 to 4 inches thick, 8 x 16 inches. -- actually, it should be one cap block on each concrete block at the top of the stack... so, if there are two blocks, there should be two cap blocks.
On top of the cap block, you can lay any necessary hardwood shim. The top most layer of shim needs to be wedge shaped, and put 2 of them together so they make a level surface. There should NOT be more than 2 inches of wood. If you have more wood than that.. take it out and replace it with cement cap block.

The cement blocks and cap blocks you can purchase at any lumberyard, or building supply store. The hardwood shims, you will probably have to goto a mobile home parts supplier, or dealership. IF you have sawmills nearby, then you may be able to talk them into making some for you. Remember it must be hardwood shims.

Also -- to meet most manufacturer's requirements, the entry doors need to have perimeter blocks set within 4ft of the openings, and the closer the better, but they have to be under the wall, not under the doorway.

Now... if you meant perimeter blocks - then they just simply get placed under the edge of the mobile home... this is decorative, so you're not usually constricted to any one method here. You can use a variety of styles, dry stack, mortar, surface mortar, etc. Or, you can use something entirely different, i.e vinyl skirting is quite common.

Remember the state inspector is there to make sure your home is set up safely...if the inspector has any suggestions, take them seriously, but realize, theyre not there to 'nitpick'... they are there to make sure you will have a safe home to live in.
