Does this make any sense to anyone? Is the goal to maximize the exposure of every individual to the greatest diversity and largest possible dose of germs?

What could be done about this?

Nothing can be done about this. IF a person is in the waiting room coughing and sneezing and not covering their face the reception area is supposed to give that person a mask or move them to a room.
If a patient is coming in with a potential airborne illness such as varicella (chicken pox/shingles) they do not wait in the waiting room, they move straight to the back.
If you wash your hands after leaving the doctors office you will not catch anything.
I do not know of any doctor's office that does not contain a 'waiting room' you may be surprised to know that a family physicain's office sees upwards of 80 patients daily and as you know there are usually less than 10 exam rooms per office, so you tell me what your grand idea may be...

Good point... but they have to go SOMEWHERE. I mean, everyone can't have their own little disinfected cubicle or something.

I guess you have to bring your own air mask
