It's a matter of public record, which means any insurance company can look at it. As to the length, most companies only look back 3 years, although more serious things like driving while drunk that leads to vehicular manslaughter can stay on 5 to 7 years.

Whenever your ins raises your rates, always shop around again. Some of the better (cheaper) ins allow zero tickets or accidents. Some slightly more expensive ins will allow 1 accident & 1 ticket. without any raise in price or cost. Never just pay the increase.
