All you need to do is to go to school and talk to their admission officers or administrators. Tell tem your cousin is from Mexico and wants to study in the US. The ppl there should be able to tell you exactly what you need to do. If the school can grant him a legal status to the US, sure, he can stay.

He will certainly need a passport and the appropriate US visa (obtainable from the nearest US embassy or consulate from where he lives). They will advise him on the rest, but I would think he would need a form of acceptance from the school he wishes to study at - and the proper papers from his "guardians", and that would be your parents.
