Well, from a human perspective I think governments should make education free; not just up to 18, but college, university and adult education. Its an investment, but worthwhile.
I don't think there will be an ideal community until the end of the Age though, because of the bane of human selfishness. But one can work for what is good. I think its best to have faith in God to do that, as otherwise one worries about one's own pile of 'stuff'.
