You turn in a W-4 whenever you start a new job and whenever you decide to change the amount of exemptions at the job.

Basically, you can claim as many allowances as you wish. But, if you claim to many then you will be penalized for not having enough taxes withheld from your paycheck.

A good guide for claiming exemptions is to claim 1 exemption for every $3400 in deductions that you plan on having.

Your employer should have you fill out a W-4 form on your first day of work, or certainly before your first payday.

The most common reasons to claim allowances is for exemptions that you'll have on your tax return. There are others though, such as credits that you'll have, or high itemized deductions. See the worksheets with the W-4.

And it IS illegal to claim more allowances than you're entitled to claim. Note the line above your signature on the W-4 form, "Under penalties of perjury, I declare that I have examined this certificate and to the best of my knowledge and belief, it is true, correct, and complete." That doesn't sound real optional to me.
