is it possible? how to do it on a small scale?

This is not something that one person can do in a short time period. It will take years of effort by scores of people to get a political party started at local level that has ghost of chance of getting even one person elected to school board or city council.

This will require oodles of money to finance. Then many generations after the political party was founded, it may grow to be successful in several states, cities, then maybe 200 years later make an impact on the national level.

Study the history of political parties, those successful, those unsuccessful, third parties active today like the environmentalists, various tax reform groups, libertareans, many are single issue parties, then the independents will get extremists from both sides of democrats and republicans ... people who think the democrats are too conservative & people who think the republicans are too liberal ... a party that has those 2 bunches of people is going to have a hard time getting a platform concensus that will appeal to mass of voters.

You can establish yourself as a party in any number of ways, just don't expect to be able to participate. The Republican & Democratic parties make it nearly impossible for minor parties to become involved in electoral issues, run candidates, participate in debates, even gather signatures.
Look at the experiences of the Green party and Libertarian party during election for proof.
But you can print all of the business cards, signs, brochures, buttons, etc. you want and have a jolly good time pretending you're taking part in the vibrant democracy we insist we're exporting to the Middle East!!

Be able to muster as many members as the Democrats and Republicans have. Otherwise, your political party will be wiped out in an election.
