Judgements entered in court are part of your "public record". While these are searched for by 2 of the 3 major reporting agencies, they are not always reported by the courts. Smaller jurisdictions sometimes don't due to lack of technology or staff. They remain on your record for 10 years rather than the typical 7 of a standard consumer debt and that is one of the reasons why someone would seek judgement, to extend the time frame they have to recover the debt. Details of these rules vary from state to state and sometimes city to city.
Equifax doesn't report a judgement if the original debt is a government one. (ie: traffic tickets, city fines etc). The other 2 agencies do report public records regardless of source.

Your best bet is to contact a local attorney, you should find at least one in your phone book offering a free or low cost consultation.
