If you remove the right components they can be protected from the EMP, then simply replaced and back to removing humanity from the face of this planet.

them terminators are more sneaky than you think, their neural circuits were hardened against EMP, so it was ineffective against them, the only EMP effective enough to confuse them would require a 1,000,000,000 megaton thermonuclear warhead, which would destroy earth.

By then, it was too late. Power was only for the machines. I've always wondered where the fuel came from. There's lots of turbines running in T1.
