no all eyes have the same light sensitivity
im not sure if thats normal, do you mean they are haze-y, or they actually change color fully?
Heres some info on blue eyes:

also about the changing colors:

This basically means that the pigments in your eyes reflect different types of light differently, so in one light they might look bluish and in another type of light they may look more green. does that make sense?

A lot of times people with light eyes tend to be more sensitive to bright lights. Mine definitely are. I also heard that lighter eyes have better night vision than dark ones.....but I'm not sure if that's a fact. As for the changing colors, your eyes probably look like they are a different color depending on the lighting and what you're wearing. But the actual pigment in your eyes can't change. Eyes can lighten or darken over time on some people, though.

Who is telling you this? It is perfectly normal to have blue eyes that are healthy and have no sensitivity to light. Perhaps you are young, and your eyes are good. It is normal to have blue eyes that change color to green and sometimes also to light gray. It is not very common. Therefore it may be somewhat unusual. I also have blue eyes and they change color from light gray to green and light blue. I like being in the sun and have no sensitivity to light, there may be other that do have that problem. Consider yourself normal, and ignore such comments they should not affect you. The majority of humans have brown eyes, in that way light eyes are somewhat unusual

Yes blue eyes are sensitive to light. At least once a day when you go outside you will snezze. In second grade everyday after lunch my friend and i would walk outside and she would always snezze because of her blue eyes. (That was a long time ago though) Same thing happens when i walk with my friend to our next class during school, we always wait for her to snezze. It has to do with the UV rays. my eyes are green and theyve always been sensitive to the light and water even at the computer screen. they also change from bright green to dark brown so id say its pretty normal :]
