Go to www.petfinder.com and look for "rescues" in your area. They might have dogs that are already fixed and have shots so you will pay a lot less.

Okay... here is the only thing I'm going to say... A free dog is never free. If you don't have the money, then don't get a dog. Having a pet is like having a child. You need to be prepared for the time/money/love/attention/medical care/training/etc. you will need to provide. Dogs require money- they will need vet visits, medications, good food, toys, treats, training, etc. If you can't afford the money for the dog, then how are you going to pay for the vet visits, the medicines, the training, the good quality food?
Sorry, but I think that some people need to think seriously about these things before getting a pet.

$250 is cheap, expecially if the dog comes with all its shots, spayed/neutered, HW tested, microchip, etc. It costs alot to do all that at the vet!
Sometimes you will find a "free to good home" dog, but it may need shots, spayed. Hopefully you will not get a dog that is HW positive.. that is very expensive to treat!
Calls some vets in your area and find out what some of that costs.
Some shelters do not cost that much to adopt from... many have adoption fees around $50-60. Some of those do not include all shots and s/n, etc, some do.
Edited to add;
I got an adult Chinese Crested in October, she needed shots, spayed and HW test. I think my vet is reasonably priced... many vets charge way more than this! keep in mind that puppies need several sets of shots, and dewormed, so a puppy is even more to get vetted.
A dog that turns out to be HW positive will cost even more!!
HW test $16
Spay $100
Exam fee $25
Rabies $5.50
Annual Vax $10
Avid chip $35
Registering the avid chip $15
dog licence $8
total $214.50! Im not even adding in HW and flea prevention! Sometimes dogs need dewormed too!
Many vets charge more for shots and HW test. I have heard of some charging as much as $200 + to spay a small dog!

Spend the money. Trust me. There are cheaper ways, but your odds of getting a dog that has a disease or doesn't have its shots or is a danger to you increases exponentially if you don't go through a legitimate source. And talk to the shelter, they may include shots and possibly even neutering in the cost. That is a big bonus. The truth is that if you cannot afford to pay these people for a dog, then you cannot afford to take care of a dog. If you can't afford it, then don't do it.

If you can't afford it now, what are you going to do when the dog gets sick and needs medical attention? Tests and emergencies can cost $500+.
You probably shouldn't get a dog if you can't afford the $250 to pay the shelter.

your local vet clinic im sure has many many flyers of dogs and cats looking for good homes. i would try and stay away from a particular breed rescue group. they like to play 20 questions, in home inspections, charge a lot, and are very rude. at least the ones ive dealt with and ive dealt with quite a few. im not saying there all like that, just the ones in my experience. but rescue groups that deal with all breeds, like second chance pets in houston seem to be a little less nazi-ish about it. i think your best bet would be the vet office. maybe that way you can find out why they are not wanted too and be prepared. as in chews things up, pees everywhere... that type of thing.

Like someone else said... if you can't afford an adoption fee, you can't afford a dog.
It's going to cost you money to take it to vet for shots... which you'll probably need proof of to even HAVE a dog in an apartment. It's going to cost you money to feed your dog. You'll need to buy a leash, collar, bowls, flea and or/tick medicine, a cage, a bed and toys. And if (god forbid) your dog gets sick, you'll need to have money to pay for that too... or if your ends up destroying your apartment... you'll have to pay for that too!
Maybe you should hold off until you have enough money saved up for your dog and all it's needs.

Wow! We got ours, with the shelter fees, vet fees, and some of her supplies, for about $120, tops! How much of that was vet fees? Check around--some vets will charge less for shots, spaying or neutering, etc. if they know it's coming from the shelter.

If you can't spend $250 to get the dog, you can't afford to take care of the dog... what happens if he gets hurt or sick and has to go to the vet? Going to the vet isn't cheap!
Wait to get a dog until you can easily afford one. You and the dog will be better off.
