When you see a new face in the Church, just welcome them with all your heart. Treat them how you would like to feel treated. Introduce them to the Rector. Ask them their interests. Show them your church calender, invite them to the functions. Have them sign your guest book.
When I first started my church, I was made to feel soooo very welcome. I've been to my friend's church and it was, in my opinion, very cold and non-receptive (R.C.) and yet, when I visit her, we visit the local Anglican Church and I've been made to feel like I'm at my home church.
We have an open-door policy at our church so the community can come in and look at our church (1854) (something like that) just to come in, have a look around, ask questions, perhaps become a member, talk to the Rector, if they need help there are people there to assist.
Just remember the old saying, treat others as you would like to be treated.

I have no Biblical support because I've never been good at quoting scripture. I know what's in my heart, however. And when new people come to my church, I always make sure I introduce myself to them, welcome them with open arms. and try to get to know them. But, then again, that's the way I treat new neighbors, or new tenants to the building, or anybody I meet for the first time.

A new person at church, if they are just recently saved is a baby Christian. You should pamper them, just like you would a baby, almost. They won't be as mature in their faith as you are. They won't know as much. They'll probably be more irritable. Be patient with them. Make sure you include them in church functions and also hang out with them outside of church too. Be a friend to them. Encourage them to holiness and happiness. They'll stick around and you'll both grow. Remember what it was like when you were a baby Christian and then "Do unto others as you would have them do unto you."

Anecdotes? Maybe not, but why not welcome your new guest the same way that you would welcome them at work or at your home? treat them as if you are releived to see them and that their presence is welcome.
Matthew 18
If a man owns a hundred sheep, and one of them wanders away, will he not leave the ninety-nine on the hills and go to look for the one that wandered off? 13And if he finds it, I tell you the truth, he is happier about that one sheep than about the ninety-nine that did not wander off. 14In the same way your Father in heaven is not willing that any of these little ones should be lost.

Yes, let them know that god loves everyone, John 3:16. There are hundreds of them in the Bible. Read the Bible.

Treat them the way you would want to be treated to start with. Welcome them. Invite them to church activities. Invite them and their family for dinner.

"Thou shalt love thy neighbor as thyself"—Matthew 19:19.
First, whom am I to love? I am to love my neighbor. (new person at church) By the word neighbor, we are to understand any person who is near us.
