It depends on your rating (General Job area) and the "Needs of the Navy."
For example, those in technical ratings, such as Firecontrol (abbreviated FC) generally go to a C-school to be trained on how to operate, maintain, troubleshoot and repair a specific weapon control system.
Sometimes, those in the Hospital Corpsman rating will get a C-school straight out of A-school because their follow-on orders require specific training for that job.
Ratings such as Operations Specialist (OS) almost never go to a C-school immediately after A-school. They will do a tour on a ship after A-school, and might be able to get a C-school later, when they become more experienced and take on a position that needs advanced training.

It depends on the rate.
With the rampant cost cutting in the Navy, some rates (such as OS) don't get even an A school.
More technical rates do go to C school right out of A school.
Most rates (if they have an A school) go to A school right out of boot and then to their first sea duty. Four to five years later, you get a C school if you qualify.

This depends entirely on your rate and also how well you do in "A" school. Normally in "A" school you get to pick from a set of orders on where you go next. Sometimes you'll go straight to a command (whether it be shore or sea) and sometimes you'll get to go on to a specialized "C" school.
Not all rates get "C" schools right away. For example, if you go into the Navy as an undesignated fireman, seaman, or airman you'll go through a basic "A" school then go straight to your next command. After a time, you get the chance to strike for a rate then you'll go to school for that rate if you pass the test.
You can also get multiple "C" schools, as each time you pick orders there is most always the option of learning a new skill set within your rate.

Depends on your rating. Some C schools require you to have some fleet experience first. Some require a higher rank like E-5 and above for example.

It depends on your rate. Some ratings get sent right to sea after A school. If you were to specialise in a certain system, for instance, you could get a C school right after A school.

not necessarily. I many cases, you don't get a C school unitil you reach a certain pay grade or have Fleet Experience. In other cases, you might get sent to a C school becuase your ultimate duty station requires you to go.
