God ultimately. But God is not averse to using processes to accomplish His ends. So He doesn't for instance normally control the weather (well, it might happen in the Millenium since Jesus could control it, eg read storm incident at end of Mark 4). The weather works automatically according to various natural factors. So evolving a body for us with limbs, eyes and tongue etc, was probably contracted out to natural processes, although He probably intervened in non-discernible ways to get the human form as He wanted it.

Whoever it was, they gave eyes to crustaceans on the bottom of the ocean floor that no longer work because there isn't a use for them in an environment with no light.
