Dust and dirt particles on the ground carried by water droplets will form conglomerations in indentations where the geography is just slightly deeper by carrying particles down to them.
When the water evaporates you will find the residue from the collected mass that was once spread out over a larger area due to the water carrying tiny bits of dust and grit into the indentation that made that puddle.

The dust, the surrounding soil (do you mean left behind on a concrete surface? or dirt?)....the rain dissolves everything and softens up soil and dust and makes it all separate into small particles....they sink to the middle of a puddle as it dries down...and all of a sudden you see what got accumulated by the process. In this case, there must be black (not normal brown"dirt" ) particles (like soot from diesels) in the dust. Are you in a city? That's probably where the soot comes from.

Mud that forms in puddles is dirt(topsoil) that is eroding away. This soil in turn, ends up as silt at the mouth of a river, causing the river water to be cloudy, so fish/other wildlife cannot live in it. The soil (silt) keeps on traveling, eventually ending up where rivers meet the ocean. Silt that travels that far has added pollutants like pesticides/fertilizers so that is what kills off oyster beds and pollutes estuaries and bays.
