I HAVE A 2000 WHITE MONTE CARLO AND THE MOST I CAN GET FOR IT IS $2000, IT NEEDS A NEW BUMPER, FENDER THE INTERIOR IS BAD AND IT NEED SOME ENGINE WORK SO BASICALLY IT'S TRASH. BUT I STILL OWE $9500 ON IT AND I WANT TO BE ABLE TO AFFORD A NEW CAR. I WOULD LIKE TO GET $4000 - 5000 FOR IT?

Is fairytale land in Illnois? The dealers there buy cars for more then what their worth.

You might be able to find a dealer that will pay off your note but give you more than what your car is worth, probably not. And if you do find one to pay off the remainder that you owe after your trade-in, they'll just tack that additional amount on top of your next loan.

So basically it's like this. You trade your POS in and get 2K for it. You still owe 7500 on it. The dealer will pay off that amount and add it to the total of your new car loan. So your new car will now cost an additional 7500 over what you thought.

Sorry, but nobody is going make a deal just to lose money. If they did they wouldn't be in business very long.

Not likely you can find anyone. Besides, you can't sell it, you still owe $9500 on it. If you do trade it in they will just add what you owe to the bill for what you are trading for. You're $7500 upside down, fix it, keep it and drive it until the wheels won't turn any more unless you are into taking more losses.
