Since you didnt mention how old you are this will be written in general. First you must be 18 and have a stable home so you cant be living under the same roof as your parents. The courts must be in the process of eliminating your parents parental rights for whatever reason and just about to plac your sister in foster care and the you must prove to the court that you can provide for her better than a foster home. Now ifsomething happenedto your parents then the courts would automatically look to you to see if you could help. Not as easy as it sounds but not impossible
