he wasn't always the Christ (anointed one of God)

At first guess, I would say when he was baptized. That is when God spoke from the heavens, saying that this was his son etc. But I'm not sure. It's the most logical guess I can come up with, without consulting bible verses.

at least at his birth, for that is how he was announced to the shepherds: 'Today in the town of David a saviour has been born to you; he is Christ the Lord' (Lk 2:11) (Jesus was certainly Lord before he was born: cf Luke 1:43)
In Matthew's Gospel his being Christ is not separated from his being Jesus: 'the genealogy of Jesus Christ'.
If you mean 'the anointing for the sake of men' that was at his baptism. If you mean 'the anointing that was his mission from God' that was from all eternity (without implying, pace the Mormons, that Jesus preexisted as such)

The Church of Jesus Christ of Latter-day Saints teaches that Jesus was chosen as the Savior before the foundation of the world.

I believe he fulfilled this potential during his Atonement in the Garden and on the Cross.
