I want to carve some writing in a piece of black slate stone. Can I use a router and a carbide bit to do this?

You can try it but I think you will see lots of chipping out. Go slow and not very deep with multiple passes.

Trying to carve letters freehand with a router is difficult in wood, in slate I would thought it to be near impossible. I suggest you try a Dremel with silicon carbide grinding points.
