Oh, this is an awkward thing... but very important to make it happen, every time! The first few times he might argue with you or be unwilling... but once you set the precedent and stick to it... so will he!
Best thing to say? Nothing at all! Bring your own condoms, and when things are progressing along that way, just take it out and put it on him! Most guys won't say a word about it! They know good and well that they should be wearing one, and if you take the decision out of their hands, they don't mind at all. Generally.
If he argues about it... that's when it gets hard to say NO SEX WITHOUT PROTECTION, but you've gotta do it. You can appeal to his manhood by saying that you will be able to relax and enjoy things if you're not worried about pregnancy and stuff. Make sure he knows that it's not a *personal* issue, and has nothing to do with him or his past, and everything to do with YOUR comfort and security and enjoyment.
As a last resort, you could try confiding in him that condom usage is your secret sexual fantasy fetish and that you can't enjoy sex without one!
Bottom line: Muster up every bit of self confidence and bravado that you've got and put the condom on him yourself. Be prepared, be assertive, and most importantly, don't take NO for an answer.

There are many ways to do this.
But the direct approach is best.
Chicks aren't as bold as guys...but you chicks need to protect your assets (i.e., no pregnancy, no STD's).
If he wants sex, he WILL wrap that rascal!
There are those creative women that will start out with oral sex, and gently slip the condom on when she feels the moment is right.

If you need to ask that question then you don't need to be having sex! But you "just ask don't you have a condom?" before clothing come off, after you starting kissing.

You tell him to.. and you dont take no for an answer. There's too much at risk. And if he doesn't want to do it then don't have sex. Clearly he doesn't care enough about you so you two shouldn't be having sex in the first place. Be SAFE!!
