you should check with the management of the mall. Most do not allow it in Ohio. I look for places to hang them rather than on cars. My husband has a fit if someone puts things on our cars.

Whenever you are on private property, such as a mall (yes, that is privately owned property, even though it is open to the public) their rules are the ones you follow. If the mall management says NO, you can't do it, and that includes their parking facilities. You can probably legally put them on car windshields when the cars are parked in public areas, such as street parking.

Non of them should be counted as soliciting i think. It is when you go to someone's house, or trespass, then there is a problem.
