One of the best spreadsheet programs that have a user interface similar to Excel's is the OpenOffice spreadsheet program ( http://www.openoffice.org/ ).
It is free and legal to use, and there are also other office programs that are similar to those found in the Microsoft Office suite.

Word and Excel are part of MS Office, and as copyrighted material can not be legally downloaded for free from the Internet. However, do a Google for "Open Office". It is an "open source" (meaning free) program which is able to handle both Word and Excel files. Does about 99% of what those two programs can do. You can legally download Open Office from the Internet.

Sign up on google and use their's online for free. It's actually a pretty sweet spreadsheet program.
