Let them call again. Why should you pay for the call. Take care by the way as one scam is to ring you with a number that had a high connection fee when you call back!

I think that it is just being polite by putting them in control. By saying 'You called...' it is as though they are answerable to you, but psychologically the ball is in their court if you ask them a question, so they can confirm that they did and then go on to say why.
Therefore, you would be less likely to start like that with someone who you felt animosity towards. Perhaps?

Because 'You rang, Madame/Sir?' is what the butler says.
My step-son has a habit of ringing me on my land phone and asking me if I'm at home! I've told him about it several times, but he still does it.

The number that called may be a general number for an office rather than a DDI
or your callers mobile may be speed dialing in his/her pocket/bag (had that one myself)
also it's polite (better that "What d'ya want!!?)

lol i think its just a habit were in.but we ask it in a way that we mean what did you just ring for?. i think next time that happens to me, im gonna ring them back and say sorry i missed your call what did you want. (i bet i dont lol)
