the + should be replaced by 00 if calling from a land line. If using a GSM mobile, then you can just use the number as you showed it. Your land line or mobile should have access to international phone calls

depending where you are calling from. but from the US you will need to diall 011+ the international number. Depending on the country you are calling, 42, may be the country code, upon which the 0 will not be necessary. unless a mobile.

It is usually 00 + country code + local (area) code + number
