Probably :

"Tom ist immer der Erste der bei _irgendweichen_ Entscheidungen den _Ton_ angibt. Er weiss, wo es lang geht."

"Tom is always the first to lead at any decision. He knows what to do."

Tom is always the first to influence a decision. He knows how the cookie crumbles.

"Er weiss, wo es lang geht" is kind of slang so it's a little bit difficult for me to find an English expression - I am a German native speaker. But I hope you geht the idea it means the kind of person who always knows what and how to do - but in a positive way.

The question doesn't quite make sense grammatically, but I would say it goes along the lines of:

Tom knows the score.

Check the website below; it will give you this translation:
"Tom the first of that is indicates long goes always in any watch decisions the Tom it white where it"
If you spend more time on it, you will get a better meaning out of it!

this is what i got from Babelfish.

Tom is always first with possibly-yielded decisions the Tom indicates. He knows, where it goes long.

German is FULL of idiomatic expressions. You may need a native German speaker to get it just right.
