I didn't made a recovery cd for this PC and now the PC is spoilt and pressing F10 is no use and windows say is missing a file :system32\hdb.dll

You can't download the recovery CD. Either you already have it, or you don't.

Speak to HP - they may be able to resupply you with recovery media.

Ah...what a shame. I did same thing with first PC and recently purchased HP Pavillion a1616n and the recovery disks were in the paperwork. Contact HP and they will be able to help. Good luck and don't lose the new disks!

Read The Friendly Manual (RTFM) for your PC, the Recovery disk images may be ON the hard drive. If your Hard drive is not accessible, it may need to be replaced.

Do NOT use a generic XP disk, order the Recovery disks from HP.

Good morning!
The file hdb.dll seems to be a hijack program that infects your internet explorer.

If you would like help removing the hijack attempt, instead of reformatting, talk to these guys:

They know what they are doing and could save you a massive headache while you rebuild your machine.
