use moisturising shampoo/ conditioner
every now and again leave conditioner in for 1/2 hour to deep condition
detangle hair with wide tooth comb
have u tried anti dandruff shampoo? i know u can also get more medicinal shampoos that might be more effective
although if its not going there's a chance it could be a kind of eczema

I have long thick hair..and it does the same.......do this every once and while, and you will see a major difference in your hair...
what's the worst you can lose, right?
Here you go! I have already gotten like a million best answers for this, and my friends call this hair crack. So, don't pass this up!
FOR THICK AND THIN HAIR
1. Warm up some olive oil in the microwave (not too hot, luke warm, and the purer the olive oil the better.)
2. Apply it all over your hair. Apply it to dry hair. Especially pay attention to the ends.
3. Wrap your hair with plastic wrap. (This is because it does get a little drippy sometimes).
4. Place a towel around your neck. (Same reason as above.)
5. Leave in for an hour.
6. Shampoo and condition it out. (Make sure not to slip in the shower, that stuff is slippery.
THIS IS FOR PEOPLE WHO HAVE THIN HAIR
Use coconut oil, and do the same as above. (It's not as drippy as olive oil though.) Coconut oil isn't really great for people with thick hair. It tends to make thick hair a little tangled and little greasy. So people with thin hair only!
Do this either once a week or every other week.
I have gotten so many people hooked on this, it should be illegal.
Definetly do this and tell me how it works!

Neutrogena T-gel shampoo should help with the dandruff, give it a week or so.
What about leave in conditioners for the tangles?

try treating ur sisters hair with jo joba oil str8 from the bottle leave it in over night wash out during day and do this,every couple of days as the scalp is dry and not producing enough natural oil, it may not even be dandruff it may be a scalp condition called psoriasis, which is a condition that has to be waited out and comes and goes during weather change.

In the shower have your sister pour a half vinegar half water mix on top of her hair after shampooing. Hope it works!

if that still doesnt work then add:
- castor oil for her scalp when she gets outta shower
