If you really mean choked and not choking, then you need to check for damage to the airway by the hands or what ever applied the force from the outside.
Choking - clear the air way.
Drowning - clear the air way of water, apply artificial respiration or force breathing.
Suffocation - make sure the air way is clear of cloth or feathers or other source of suffocation, apply respiration.
