When I was 14 I wouldn't wake up until like 1 or 2pm but then again I was staying awake until like 6am partying.

in the summer I think no later than 9 am. There is plenty to do I am sure to keep him busy. plus you'd think they would want to be out in the cooler part of the day rather than the extreme heat. so the earlier the Better, I say.

Find a project he is interested in - something that he can be proud of by the end of summer.

it doesn't have to be "work" like mowing the lawn or chores those can be done whenever as long as there is a time limit set on the tasks requested.

I'm guessing you mean for summer...which could vary a little. I would say no later than 9-10. If he cannot get up by then, make a difinitive bedtime and keep making it earlier. If you plan on him doing chores, then if he cannot get them done, then make him get up sooner. But, 9-10 is a good time. No later than 10 though, unless there is an extenuating circumstance.

early enough to get to school on time. If you mean on hte weekend then whenever. But at 14 hopefully he is doing some activity such as sport that he has to get up for. Teens need as much sleep as newborns as they are growing so quickly they need the rest. But this can mean earlir nights as well as sleep ins

the one thing you don't want to do is let him sleep till noon every day. He needs to be up by 9am or 10 at the latest unless there are circumstances like a function where he was up late.

In the morning?

On a school day probably like 7AM depending on when school starts

Weekends I would say 10-noon.

Well it depends on a lot of things. What time is his bedtime and what time does his school start? Also what chores does he do before he goes to school?

during week of school should at least be an hour before bus comes

during non school times , by 9am to do chores and have breakfast
