Be yourself. Don't pretend. Strike up a conversation, perhaps a compliment - be sincere not creepy cheezy!
If she engages back in conversation it will take it's course.

Talk to her. Talk about anything. Begin with, "Say, how's it going today?"
If you are in a class with her, ask her a question about the homework.
Find out if she plays sports. If you like her, you might find yourself going to watch field hockey games [I did when I was in college], tennis matches, etc.
I even went to the church of a different denomination just to strike up a conversation with a girl I wanted to know better. I knew she was an Episcopalian and attended the 11 am service, so I went just to say "hi" to her.
You need to find out more about her. The trick to getting to know people is to get them to talk about themselves.

I'm not good with the ladies, every time I ask one out they say no. All I can suggest is you ask them their name, if you ask her out to fast you might scare her. Most girls will not give there numbers out to strangers, so if there is a girl you like you got to try to be around her, then maybe down the road ask her if she wants to you know...
