Because the brown needs to show up when you're wiping. Many people check to see whether they're clean, if you can't see, you may either not be totally clean down there yet or waste a lot of paper wiping more than you have to.

There IS brown toilet paper. You can find it in your Trader Joe's or Whole Foods Market. It's recycled.

I have seen toilet paper made from unbleached pulp which is a light brown color.

The *ahem* substance you are trying to *cough* clean off your body would blend in too much with the brown. Just wouldn't seem right.

i guess cause then you couldnt see if you were wiped clean or not. i dont know lol nice question though it got me thinking.
