Now.........the truth.
Federal Law has nothing to do with tattoos.
Each state has there own laws and everyone is different.
There are more laws than there are states. Some states have no laws at all.
The only truthful way to find out, is to go online and type in
Tattoo Laws in Connecticut.........that's the ONLY way.
If your state allows it, make sure that you do what they tell you.
Very few places will accept a written slip, anyone can put their name on it. The parent or guarding must be there...........
