The photo was taken with a camera phone so that's why it's not the best.

Wow, that's blurry! But judging from the samaras, I'd say it's a Tilia species--basswood, most likely Tilia americana.
Tilia cordata is also commonly planted, and Tilia platyphyllos is occasionally planted as well.

It is a basswood or linden, genus Tilia. If it were a forest tree, I'd suggest Tilia americana, the American linden, but as a planted tree, you might look up Tilia cordata, littleleaf linden, which has smaller leaves (doh!) and see if that matches your tree.
For a fact well worth forgetting, the inner bark of a tree is called bast. Native Americans made rope from this bast, and the tree was known as bastwood until it got corrupted into basswood. It has nothing to do with bass, the fish.

All though the picture is a bit blurry,I'm with prairiedog. Little leaf linden is my guess too. My reason being is that I have a little leaf growing and it blooms just like that.. Let me ask ,did the tree have a sweet fragrance while in bloom? This tree is very fragrant yet messy after it blooms.
