You will have to do boot camp and AIT first by the time you finish all of that you will be 18. Border patrol depends on the type of unit you belong to. Artillery unit not so likely, MP unit much more likely.

National Guard missions are much more varied when in the Contental United States than Active Duty. Border Patrol is a possibility but not a probability. You need to question the particular unit which you are considering joining and see what their mission is. For instance. Chances are if you join the CA NG as a computer network specialist the chances that you will patrol the border is slim to none.

With parental signature and a high-school diploma you can join at 17.
There's a chance you'd start doing border patrol in the next couple of years, but currently National Guard are augmenting Active military in Iraq and Afghanistan.
The guards’ homeland purpose is to defend against statewide emergencies and serve federal missions inacted by the president of the United States. One of those federal missions could in fact be protecting Americas border from illegal immigration. But the current mission that most National Guardsmen are being deployed to Iraq.
This is all dependent on the career field you choose and the base your assigned to, in California you have a much bigger probability than most other states.

If you paid attention to the news, you would know you have a better chance of being sent to Iraq than guarding the border. I don't think you can join the National Guard until you are 18. Hopefully we will be bringing our troops home by that time.
