No.
Prisons are built with emergencies in mind and there are intense fire plans in place to be sure it won't happen.

All prison buildings are required by fire safety laws to have emergency fire exits. The main difference between secured buildings and regular buildings is that the escape routes are locked. The exits can be unlocked either electronically by a control room or module, or manually by an officer with a key. Most of these doors are unlocked from the outside. Corrections staff are required to conduct fire drills to reduce the response time in case of an emergency. In case of an alarm, the prisoners are removed from the effected area, and are escorted to another secured area. The staff member counts the inmates as they exit the area, and then another count is made when they arrive at the new secured location. These counts are conducted for two reasons, one to insure everyone got out of the effected area, and two, that no one took the opportunity to try to escape.

No, we went out to the rec yard and got in order in line and counted off. Some girls came out wet and shivering cuz they were showering and it was 12 degrees but no one cared. It was funny. There are always counts every few hours. I have heard that in some prisons the guards LET the inmates fight. They never come to stop it. You honestly have no rights in prison and soon realize, "Who is going to believe you?" Is too often a reality. My "counselor" lied about me and even though I had 72 witnesses, who were they going to believe a staff member or 72 inmates? Legal rights when you are locked up is an anomaly.

Most of the prisons are built out of metal bars and real thick walls that are not flammable. The prisoners sometimes are able to put papers on fire.

they have nicely laid out evacuation plans besides as basic basic procedures to isolate hearth so they have extra time to get all of us out. no longer all prisoners could choose for to be shackled until now being allowed out as no longer all of them are seen risky. Plus they'd not be evacuating them outdoors the penal complex gates. maximum of them could walk out on their very own.
