If you are talking about saltwater "pinfish", you will need some "fish meal",(fish meal=dried powder which is made from ground-up fish & oat meal).

If you can't find "fish meal", go to a pet store and mix fish food, "salmon flavored" dry catfood, with mud.
Make balls out of this mud/catfood/fish food mixture.
Buy a six pack of soda,(or beer), drink content, then cut the top out of the can. Stuff mudball into can, and secure the can in the mud/sand at low tide. (Be careful you don't get "quicksanded" by the lovely FLA mud!)

When High-tide arrives use a "cast-net" to cast "over" the area's you have baited with the cans of mud/bait. You will catch Pins, Mullet, Shrimp, ETC. This is also an excellent way to catch fresh edible shrimp.

maybe try wetting oatmeal, make loose doughballs of it out so they break up underwater
