There are alot of "free" pdf creators just do a search for them. You can also create PDFs directly from Open Office. Its free and easy to use.

When you go to save a file there is an export as PDF in Open Office..
With the free pdf writters you "print" to a PDF printer which creates the file. Primo PDF is pretty good

Are you asking how to you create PDF? There are software available. Check out PDF Creator software at www.sourceforge.net. Its free and will allow you to create PDF from many different formats
