I've moved many times and had many license plates, so I know what you're going through. I had this experience four months ago when I moved. My old tags were expiring, and I just let them expire, then I got new ones. You'll have to get a new license plate probably within 30 days of moving to Minnesota. Renewing in Texas would just be a waste of money and time, so don't bother. License plate costs vary from state to state: some have a set fee while others base it on the value of your car. I have no idea how MN does it, go on the MN DMV website, http://www.dps.state.mn.us/dvs/. Its all there.

The answer is no, you can't get a new texas registration and inspection, unless you are moving to Texas temporarily. If you are moving permanently then you will have to get a Minnesota registration.
In most states, you have 30 days from the day that you become a permanent resident to change over your driver's license also.
My suggestion would be the following: allow your Texas registration and inspection to expire in July (as you mentioned) but before they do obtain either a Texas or a Minnesota "In-Transit" Permit.
This will allow you to transport the vehicle from Texas to Minnesota. When you get to Minnesota, register the car there immediately and comply with whatever inpsection requirements that they have.

When your stickers run out in TX you either get them renewed, or get tickets for running with expired tags and inspection.
No, once you move to MN and become a resident there, you will have to get a MN license for both driving and MN tags on your car, and your TX stickers won't mean a thing.
If memory serves, as soon as you have an address in MN or are working there, you have 20 or perhaps 30 days to get everything switched over. Email them at motor.vehicles@state.mn.us and ask.

In most states, you have to register the car within 30 days of changing your address. You are also required to change your driver's license too. You might be able to not renew your Texas license and just wait until you get to Minnesota. I was thinking you had 30 days grace period, but don't quote me on that one. good luck.

Since you are now a resident of North Carolina, you need to change your vehicle registration and driver's license to North Carolina. Yes, you will have to get North Carolina plates for your car.
