I have searched and searched and searched the Internet. While the quotation you cite and the name W.W. Ziege can be found numerous times, I have located no information about this person.

Because this has piqued my curiousity, I have even emailed the authors of several websites where this quote is cited.

Maybe s/he is real. I just don't have proof yet. I'll let you know if anyone contacts me.

NEW NOTATION:

The quote is by Thomas Jefferson. Though I have not tracked the quote to a specific document, no less than Cornell has used this quote in one of its newsletters. Here is the full quote as used:

"You are not what you think you are. You are what you think," said Thomas Jefferson. "Nothing can stop the person with the right mental attitude from achieving his (or her) goals. Nothing on earth can help the person with the wrong mental attitude."
