If you lose too much weight, too fast, your skin will be loose (not at your age, tho). So, you need to see this as a lifestyle change, that will last as long as you live. This way, it will ensure you remain healthy and active for a long time.

Try bicycling, jogging or rope jumping. Any of these will burn calories, tone your lower body and make your legs and calves more toned (yes, butt too). Thing is, the secret to having a toned, beautiful body is being constant at what you do. Try one of them and see if you can stick to it.
As for diet, you don't really need to suffer or starve yourself. Cut back on sugar, refined flours, sodas and junk food. Try to slowly replace unhealthy habits for healthy ones. If you cut back on 300 calories a day, which you can, you'll end up losing about 4 pounds a month, and be on your way to having a great body.

the only fat burning exercise is cardio - burns fat all over your body - you cant spot reduce body fat - do it 4-6 times a week for 30-50min (ideally 45min because the first 20-30min body burns carbs and only then starts burning fat) and combine it with light weight training to tone muscle and not lose it because cardio burns both - fat and muscle) and never work on the same muscle group two days in a row (3 days a week of light weight training is enough if you dont want to gain a lot of muscle)

I did a search online and found some guides. One good product might be Better-Fitness.com or Fatloss4idiots.com. I saw these on a review on the site in my source list.
