It means the person in the job will be covered by the terms of a contract that has been previously negotiated between the employer and a union. "Collective agreement" (or "collective bargaining agreement") is another way of saying "contract."

This sentence in the posting means that the starting hourly wage has already been predetermined by the contract and can't be changed (until the next time the contract is re-negotiated).

This is a union verbage. Meaning at some point, a collective group of people got together to negotiate pay grades and you are most likely entering an environment that has collective bargaining agreements.

DO NOT CALL THEM!!! I say that in all caps because they will end up throwing your application in the trash if you cannot even follow the simplest of directions. Basically what they are saying is that "we will call you if you are a right candidate for the position." So just don't call them and wait for them to contact you because I'm sure they got the application and there is no need to call them especially when they said no calls.

Basically means it is a union shop. You have to join the union and pay union dues.
