no. you dont have to have a SSN to obtain a marriage license.

Both parties need be present and show identification (i.e. a driver's license) to obtain a marriage license. You aren't filing your taxes.

In our union many members have changed them at least twice.
They are NEVER asked why.

I don't think they do, but still at the end of the road if is for inmigration purposes, they still going to find out soon or later.

No, they do iidentity and birth cerificates, and depending on the law, place of residence!
