no. you dont have to have a SSN to obtain a marriage license.

Both parties need be present and show identification (i.e. a driver's license) to obtain a marriage license. You aren't filing your taxes.

I don't think they do, but still at the end of the road if is for inmigration purposes, they still going to find out soon or later.
