Look at the BOCES schools around you, 16 week adult education classes at most two years schools or contact the local union for apprenticeships.

Depends on what you want to do.
If you want to become a welder, definitely follow Gene's advice, above.
If you want to become a Welding Engineer, go to school and get a degree in Metallurgy.
