XD I only heard of:
"When the cat's away the mice play" or something but not that.
But I guess its true, because the cats don't have work to do (their job is to take care of the mice) so they will play XD!

It means that when the thing which is keeping them from doing as they please is gone, then they will take that opportunity to do as they please.
